Responsibilities

We are seeking a Mid-Sr. Task Order Proposal Developer/ Planner on our $1.8B Space Exploration Network Services and Evolution (SENSE) Contract, in support of NASA's Goddard Space Flight Center (GSFC). This position will allow for 100% remote work.

As prime contractor on the Peraton Space Exploration Networks Services and Evolution (SENSE) contract, Peraton is responsible for the operation, maintenance, sustainment, and systems engineering of NASA's worldwide satellite communication networks. Join the SENSE team to support NASA programs that integrate with state-of-the-art RF satellite communications systems and technologies. In this position, you will become part of NASA's return to the moon, support new earth and space science missions, and launch vehicles. You will be an integral part of a world class team that ensures NASA space-ground communications are reliable and meet mission requirements.

In this role, you will plan for, and develop, in collaboration with the technical team and corporate functions (subcontracts, finance, etc.), task order proposal responses. You will be responsible for overseeing and facilitating the process for responding to NASA RFPs for task orders on the SENSE contract with comprehensive Task Order Implementation Plans (TIPs).

Your responsibilities will include the following:

    Create draft Task Implementation Plans (TIPS), Organizational Conflict of Interest (OCI) documents, and Basis of Estimates (BOEs) documents, in response to NASA Task RFPs.
  • Lead daily internal TIP Tag-up meetings to drive team TIP development and completion
  • Coordinate with management, subcontracts, finance, mission assurance, etc. personnel to ensure submitted TIPs respond to RFP/SOW requirements and expectations of the customer programs and contracts
  • Utilize mature contract SharePoint site to maintain all TIP files, and perform configuration management for TIP related inputs, documentations, plans, subcontractor submissions, etc.
  • Use established TIP Kickoff briefing package to lead meetings and establish schedule and actions for TIP completion. Track status of actions and provide follow up as needed
  • Lead the evolution of the TIP Kick-off briefing package to better facilitate the TIP development process and ensure all stakeholders understand their obligations in the process.
  • Monitor TIP Review process and ensure that updates are completed
  • Perform document editing function, as required, including editorial and formatting issues, grammar/spelling correction, document repagination, rebuilding Table of Contents, adding acronyms to the acronym list, etc.
  • Perform a complete quality review of all documents prior to submission, ensuring content in the financial and technical documentation correlate properly to each other
Qualifications

REQUIRED EXPERIENCE:

  • A Bachelor's degree in Business, Management, Engineering, Science, or Math and 8 - 10+ years of related experience; or an MS degree and 6+ years of experience; in lieu of a degree 12+ years of experience may be considered
  • Experience interfacing with Government and/or Prime customers, providing status reports and contract deliverables
  • Experience with subcontract processes and procedures, including proposal evaluation, negotiation, contract types, etc.
  • Experience working with a Program Management team to develop responses to Government task order RFPs
  • Experience reconciling content from multiple sources and presenting consolidated information for review by upper leadership
  • Experience supporting end-to-end management of prime government contracts and subcontracts, including modifications, funding, period of performance tracking, and level of effort budgeting
  • Experience maintaining metrics and providing input on the metrics to management, quality assurance, self-assessment reports, and customer briefings; assess current metrics and make recommendations for improvements that lead to efficiencies
  • Experience using Microsoft tools such as Project, Excel and Word
  • Ability to obtain a Secret Security Clearance, which requires a US citizen

DESIRED EXPERIENCE:

  • Previous experience supporting Federal Government contracts
  • Working knowledge of the Federal Acquisition Regulations (FAR)
  • Experience leading the development of, and enforcing, established business processes
  • PMI certified as a PMP
  • Strong written and verbal communication skills
  • Working knowledge of accounting principles and methodologies
  • Excellent teamwork; thrives in a fast-paced environment working with time critical events
  • Experience interfacing with a government agency; negotiation experience with a government agency is a plus

Target Salary Range
$86,000 - $138,000. This represents the typical salary range for this position based on experience and other factors.
